OSS Note 175842 giving error for blocked stock - won't reverse UD from QA32

Hi Everyone,

When I run our Z program for OSS note 175842, we are trying to revert all stock from the 04 inspection lot back to QI, it is throwing an error due to movement type 349 not being possible. Here is the error:

Is this error typical for this corrective action? Is there a way to get it to allow movement type 349?
