Inspection lot at inbound delivery level

We have following requirement and process is as follows. Any inputs are highly appreciated.

1) 01 Inspection set up for the material at the material document level and WM is activated but HU is not activated

2) Inound delivery against PO - example 100 pieces

3) Goods receipts in boxes by vendor with vendor bar code tag - 10 pieces * 10 boxes

4) Inventory team scans each box which posts GR (partial receipt) and also prints WM-TO tag. They want WM -TO tag for every ox as soon as it is scanned.

Now issue is as soon as GR (partial receipt) is posted, SAP creates inspection lot and as there are 10 boxes, it creates 10 inspection lot. They really want just one inspection lot for all total 100 quantity. So question is can inspection lot be triggred at inbound delivery level? If not, what are other options?

I know if it is HU managed, we can have inspection lot at HU level with inbound delivery but this is not HU managed.
